To fulfill the obligations from Art. 17 of the Regulation (EU) 2017 / 1485 on establishing a guideline on electricity transmission system operation, ENTSO-E publishes annual report on Regional Coordination Assessment. This report distinguishes between legally compliant services and legacy services, both performed by RSCs/RCCs, in the following way:
- Legally compliant services are services fully implemented according to legal requirements;
- Legacy services are services implemented on a voluntary basis prior to the legal requirements from the methodologies approved by the regulatory authorities.
