Security Coordination Centre SCC Ltd. Belgrade is a modernly organized, efficient company, with applied advanced technologies and qualified professional staff, and as such represents the key actor in enabling Transmission System Operator’s (TSOs) coordination in South East Europe to tackle the new challenges in operational planning processes. SCC is Regional Security Coordinator (RSC) - a regional company that is owned by their service users, the TSOs. RSCs are recognised by EU law in mid-2017, when the System Operation Guideline, one of the EU network codes, was implemented.
SCC’s main objective is to fully develop necessary RSC services defined by ENTSO-E’s (European Network of Transmission System Operators for Electricity) Policy Paper “Future TSO Coordination for Europe” and by “Multilateral Agreement on Participation in Regional Security Coordination Initiatives” (RSCI MLA) in order to fulfil operational planning standards which are defined by European Network Codes/Guidelines (NC/GL).
Modern management of the company, especially regional company that receives and process confidential information from TSOs, requires design and implementation of Information Security Management System (ISMS). ISMS of SCC has been assessed and found to meet the requirements of ISO/IEC 27001:2013 standard. Certificate was given by Denetik International Certification and remains valid subject to satisfactory Surveillance audits and Re-certification audit due before 7 September, 2025.

SCC currently has 6 service users: EMS (TSO from Republic of Serbia), CGES (TSO from Montenegro), NOSBiH (ISO from Bosnia and Herzegovina, MEPSO (TSO from North Macedonia), OST (TSO from Albania) and TEIAŞ (TSO from Türkiye).
Main task of SCC engineers is to daily perform RSC operational procedures for its TSO service users. Additionally, SCC engineers are involved in many ENTSO-E project groups related to RSC business, where they contribute to the process of RSC functionalities development and implementation.
Majority of SCC’s employees started their carrier in our company. Full of enthusiasm and energy, highly educated and ready to “roll up their sleeves”, these millennials manage to fight with all business obstacles and to provide company’s growth. Around 35% of SCC’s employees are young professionals with less than 5 years of experience. On the other hand, 50% of SCC’s personnel gathered valuable multiyear experience and now represent strong basis of the company.

To fulfill the obligations from Art. 17 of the Regulation (EU) 2017 / 1485 on establishing a guideline on electricity transmission system operation, ENTSO-E publishes annual report on Regional Coordination Assessment. This report distinguishes between legally compliant services and legacy services, both performed by RSCs/RCCs.
JSC Georgian State Electrosystem (GSE) is Georgian TSO which aims for full integration into ENTSO-E. As part of a five-day workshop organized by EKC for Georgian TSO delegation, SCC’s engineers participated as lecturers on the topic of power system security of supply. As part of the presentation, a visit to the premises of SCC was also organized.
TEİAŞ is SCC’s service users with the largest power system. Meetings and workshops with TEİAŞ are always a source of interesting knowledge about power system operation bearing in mind the geography and other specificities of the Turkish power system.
